The main policy organ of AICAD is the Joint Co-rdinating Committee (JCC) whose chairman, in the interim period, is the Vice Chancellor of Jomo Kenyatta University of Agriculture and Technology and therefore shall be on a two year rotational basis among the Vice Chancellors of Universities in the participating countries.

The members of the JCC include:

• Members of participating African countries:
  1. Vice Chancellors of the participating Universities.
  2. Representatives of the ministries responsible for higher education and for finance.
• Members of Japan:
  1. Chief Advisor.
  2. Coordinator.
  3. Resident representative ofJICA in Kenya and participating countries or personnel of JICA offices.
